Overview

Estimators will develop labor hour and material estimates from customer furnished drawings, specification and standards. Must be able to identify detailed scope of work and integrate projected schedule and material to yard workload

Responsibilities

  • Develop a complete and concise labor hour and material dollar estimate that meets the requirements of the specification, drawing or work scope.
  • Ability to identify all the trades required to accomplish the work and develop a detail by trade of the hours required to accomplish the work.
  • Prepare cost and expenditure statements and other necessary documentation at regular intervals for the duration of the project
  • Must be able to read and interpret specifications, understand and read drawings and blue prints and understand the contract requirements and schedule constraints.
  • Will work with the planners and material and subcontractor groups to obtain the most competitive pricing for submittal.

Qualifications

  • College degree in a technical or managerial discipline or
  • 10 years experience either in a shipyard or on a ship as an officer, port engineer or repair supervisor or 5 years as a construction supervisor for large (over $1.0 mil each) projects.
  • Working knowledge of Excel, Project (and/or Primevara), PowerPoint, and Microsoft Word. Must be proficient in the use of Excel to develop detailed labor hour estimates.
  • Excellent written and communications skills (please submit samples of recent correspondence you have authored)
  • Willingness to be flexible and work with people to achieve goals and objectives.
  • Meet bid deadline goals.
  • Familiarity with Cost and Schedule Performance metrics including ACWP, BCWP and BCWS concepts and the Cost Performance Index and the Schedule Performance Index. General: The Estimator will report directly to the Director of Estimating and Proposals, but will have frequent contact with the VP Operations, Trade Supervisors and the President and CEO. They will develop detailed labor hour by trade and material estimates to support a proposed bid price. Rates will be pre-established and will be used for the estimator but will not have to be developed by the estimator. They will be responsible for identifying any potential problems in the bid or proposal and recommending solutions and implementing corrective action. They will have to work with accounting, production and estimating personnel to develop meaningful metrics and reports to verify their estimates and update the data used for metrics in estimates. Estimate will range from $1K to $15mil in value and multiple estimates will have to be worked concurrently. Customers will include Navy, MSC, MARAD, US Army, NOAA, and commercial owners and operators. Multiple estimates and proposals will be required to be developed during a specific time frame. Estimator will be responsible to develop a "lessons learned" file to document problems encountered, solutions implemented (whether they worked or not), and an estimate vice cost return analysis, which will include an explanation of any differences greater or less than 20%.
